Defence Acquisition

HQ IDS is responsible for various issues pertaining to defence policies of the Services including policy and planning of force structure of the three Services, budget analysis, acquisition and technology management. Its also acts as the nodal agency for formulation of Qualitative requirements of weapons and systems being inducted by the three services in order to enable their joint utility, ensure interoperability and common infrastructure requirements. In short, it covers the entire spectrum of converting higher intent into capabilities required and further into precise Long, Medium and short Term Plans.

Technology Perspective and Capability roadmap (TPCR): TPCR provides the industry an overview of direction in which the Armed Forces intends to head in terms of capability over the next 15 years, which in turn would drive technology in development process. The revision of TPCR has been undertaken at HQ IDS. The inputs for the formulation of TPCR-2024 were taken from all the three SHQs alongwith the other stakeholders. After concurrence of DG (Acqn), the draft TPCR has been processed on file for approval of Hon,ble RM. Post approval of Hon’ble RM the TPCR-2025 will be hosted on the MoD website

Acquisition:The formal procurement process for capital acquisition is governed by the Defence Acquisition Procedure (DAP) 2020. Once the required weapon systems/equipment/platforms etc are identified process commences as per Defence Acquisition Procedure (DAP) 2020. This Process entails formulation of the Integrated capability Development Plan (ICDP). The ICDP which covers a 10 Year period is further split into two five year Defence Capital Acquisition Plans (DCAP) which indicates the list of equipment to be acquired by the Services keeping in view operations requirements and availability of funds. these are further divided into two year roll-on Annual Acquisition Plan (AAP) which are formulated in consultation with SHQs. The AAP is approved by Defence Procurement Board (DPB) chaired by Def Secy.

Interaction with IBO/DPSUs With enhanced scope and impetus, indigenization Directorate not only interact with DPSUs but also with other DPSUs Centrally through MoD/DDP. Various Seminars/Interactions are conducted wherein reps of MoD/DDP and DPSUs mark their presence to deliberate commencing issues to formulate ‘Way Ahead’ Similarly MoD/DDP/DDG Indigenisation seeks presence of Indigenisation directorate to deliberate issues of mutual concern.
