General Terms & Conditions

The Unani formulation, along with details of dosage, total quantity required, and shelf-life, will be requisitioned by the Principal Investigator (PI) from the Council. The Council will provide the required formulation, and the cost of the formulation will be borne by the PI from the approved project cost.

The date of initiation of the project will be the date of release/credit of the first instalment of funds to the Institute/University. The same will be intimated to the PI by sharing the UTR number issued by the Council.

Wherever feasible, the Institute/University will maintain a separate bank account exclusively for the project. Interest earned on the grant will be remitted back to the Council, and proof of remittance will be submitted. Copies of voucher bills and related financial documents will also be submitted to the Council as required.

After approval of the project, an Award Letter will be issued. Upon submission of all requisite documents as mentioned in the Award Letter, the Sanction Order will be issued, and thereafter funds will be released.

The Co-Investigator (Co-I) nominated by the Council will be kept informed and included in all correspondence with CCRUM Headquarters, as well as in all experimental work and related project activities.

Release of subsequent instalments will be subject to:
- Evaluation and review of the Annual Progress Report by external experts
- Submission of responses to reviewer comments
- Remittance of accrued interest
- Submission of Utilization Certificate (UC) and Statement of Expenditure (SoE)
- Submission of supporting financial documents
If the progress and responses are found satisfactory, further release of grant will be initiated.

Any request from the PI will be forwarded through the Competent Authority of the Institute/University. Direct communication from the PI without proper forwarding will not be entertained by CCRUM Headquarters.

No extension beyond the approved project timeline will be considered except in genuinely justified cases, and such requests will be examined on merit.

Draft publications arising out of the project will be submitted to the Council for prior approval. Only after obtaining approval from CCRUM, the PI will communicate the manuscript to the concerned journal. No data generated under a CCRUM-funded project will be published without prior approval of the Council.

Copies of publications and/or patents will be submitted to the Council as applicable.

Ten percent (10%) of the total sanctioned grant will be released only after successful completion of the project and submission of:
- Final Technical Report
- Utilization Certificate
- Statement of Expenditure
- Other requisite documents along with achievement of approved outcomes

The Registrar/VC of the concerned University/Institute will be kept informed in all official communications to ensure proper monitoring and execution of the project.

Normally, no extension will be granted beyond the sanctioned duration of the project. However, in exceptional and justified cases, an extension of three to six months will be considered, if found essential.

As per CCRUM Research Policy-2025, re-appropriation will be permissible up to 20%, and expenditure under the travel head will be limited to Rs. 20,000 per annum (domestic), unless otherwise approved.

In cases where an MoU exists with the collaborating Institute, overhead charges will be exempted as per provisions of the MoU.

In the event of transfer, superannuation, resignation, or any other reason affecting the PI, the Institute will submit a request for nomination of a suitable PI to continue the project. Such request will be forwarded by the Registrar/VC at least two months prior to the anticipated change.

In case the PI changes the Institute, the PI will submit No Objection Certificates (NOCs) from both the relieving and joining Institutes to continue the project.

The approved project outcomes, as mentioned in the proposal, will be achieved within the stipulated project duration. Non-achievement of outcomes may lead to withholding of the funds.

Timely Submission of Ethics Clearance Certificates (IAEC/IEC) will be mandatory prior to initiation of the project. Delay in submission of ethics approval may lead to delay in commencement of the project for which the PI is responsible.
Financial & Administrative Conditions

The project will be executed in accordance with the provisions of the CCRUM Research Policy-2025. Funds provided to the Institute/University will be utilized only for approved project components and will not be diverted without prior approval of the Competent Authority.

The progress of the project will be reported to the Council on annual basis in the prescribed format as per CCRUM Research Policy-2025.

Release of subsequent instalments will be subject to submission of:
- Progress Report
- Statement of Expenditure
- Utilization Certificate
- Remittance of Bank Interest
- Voucher Bills and Stock Entry
duly verified by the Accounts Officer and PI.

The Accounts Section of the Institute/University will maintain a separate register for recording all project-related expenditures and interest earned for audit purposes.

Expenditure under the project will be incurred strictly in accordance with the General Financial Rules (GFR) 12 A and other applicable Government norms.

No extension beyond the sanctioned period will be granted except in approved cases.

The project will be executed only after fulfilling all ethical/statutory/regulatory requirements.

The observations/results generated under the project will not be communicated to any external party without prior permission of the Council.

Study results will be published jointly and coordinated through CCRUM Headquarters, and due credit of authorship will be given to all Investigators/Programme Officers/ Nodal Officers and contributors as applicable.

The Council reserves the right to issue additional guidelines or terminate the project at any stage if deemed necessary, in accordance with CCRUM Research Policy-2025.

Engagement of project staff will be purely contractual in nature. The appointment letter will clearly state that the personnel will have no claim for regular/permanent appointment, and their engagement will be co-terminus with the project.

Guidelines issued by the Ministry of Ayush regarding engagement of contractual staff will be complied with.
